Following his debate with An Taoiseach, Enda's "unsinkable" contract is about to founder as his contract has been completely dismantled.
My decision to relaunch the web site was taken following last Thursday's debate during which I sat incredulous as Mr Kenny's announcements and fanciful defences of what now appears to be to be not a contract, but a collection of ill conceived, poorly considered, and yet to be confirmed thoughts with potential Government partners. The updated www.contractforabetterireland.com web site gives the 1.4 million people who viewed the debate a chance to get accurate information on his so called solemn contract. |

Minister Roche Approves Housing Scheme in Ashford |

The Minister has approved the tender for the Ashford Scheme
The housing scheme at Ashford will consist of 18 three-bedroom houses at a cost of EUR3.2million.
The Minister said, "I am pleased to give the Council approval to accept tenders to commence construction for this scheme and I would urge the Council to commence construction as soon as possible." |
2007 Summer Works Programme for Wicklow Schools |

Some 32 schools, both primary and post primary, throughout Wicklow have been included in the 2007 programme. A list of the schools in the East Wicklow electoral area and the works they are approved for is included below.
This approval by the Minister for Education and Science reflects the Government’s commitment to deliver on educational infrastructure for Wicklow. |

Capital Investment of €6.35m in the Health Service for Wicklow |

The Department of Health & Children has announced an investment package of €6.35m for Wicklow during 2006-2010.
Five projects will benefit from the investment package.
The projects are:
- Replacement health centre Rathdrum €2m
- Refurbish health centre Newtownmountkennedy €1.25m
- Extension to health centre Arklow €1.5m
- Arklow addiction centre refurbishment €800,000
- Community care pilot project location not decided €800,000

€250,000 Allocated to Streamline Local and Community Development Structures in County Wicklow |

The Department of Community, Rural & Gaeltacht Affairs Cohesion Fund has allocated €250,000 to streamline the delivery of local, community and rural development programmes in Co. Wicklow.
This streamlining will enable the integration of Wicklow Working Together Limited, Arklow Community Enterprise Limited and Wicklow Rural Partnership, so that from 2007, local development programmes (LDSIPs) and rural development programmes such as LEADER and the Rural Social Scheme will be delivered by one agency in the rural part of the county. The process is being co-ordinated by Wicklow County Development Board who is responsible for managing the funding.

Funding of €95,000 for Wicklow Rural Partnership Ltd |

The Government is to provide additional funding to the Rathdrum based LEADER company, the Wicklow Rural Partnership Ltd, under the National Rural Development Programme.
LEADER is the Community Initiative for Rural Development that provides approved local action groups with funding to implement multi-sectoral business plans for the development of their own areas. The LEADER companies have played an important role in the development of rural enterprise, the provision of training for rural dwellers and the development of the rural/agri-tourism sector. |

Extra Supports to Tackle Educational Disadvantage |

Minister Roche has welcomed the announcement that the Government has invited 840 schools from around the country to participate in the new School Support Programme under the DEIS (Delivering Equality of Opportunity In Schools) action plan for educational inclusion.
The supports available under this programme will see the educational needs of young people from disadvantaged areas prioritised. The schools invited to participate will eligible for additional targeted supports, including smaller classes; academic and non-academic supports outside of school time; greater focus on early childhood education; increased emphasis on developing literacy and numeracy skills; additional guidance counsellors in second-level schools; enhanced library facilities, etc. |

Speech by Minister Roche at Wicklow's Historic Gaol, Wicklow Town, Saturday 25th February 2006:
"Cynics might derive a certain delight about the venue for tonight's celebrations. However in a sense it is very fitting that we gather here in Wicklow Gaol a building that bridges the period of the 1600's and this new millennium to mark the countdown to Wicklow 400.
The Gaol is also a reminder of the turbulent and sometimes violent periods of the past four centuries." |

Free Take Back of Old Cars to Commence on 1 January 2007 |

Draft regulations on end-of-life vehicles have been published by Minister Roche.
"These Regulations will result in the development of a national network of facilities offering free take-back for old cars and vans that have reached the end of their useful lives", so said Minister for the Environment, Heritage and Local Government, Mr. Dick Roche, T.D., when he announced details of the draft Waste Management (End-of-Life) Vehicle Regulations 2006 which will fully transpose and provide the framework for the implementation of an EU Directive on end-of-life vehicles. |

Water Upgrade Announced for Ballinaclash |

An allocation of €1M has been announced by the Minister for the Environment, Dick Roche, for Small Public Water and Sewerage schemes, this includes the sewage scheme for Ballinaclash and an approved water supply scheme for Ballinaclash.
The Minister concluded by saying "the 2006 Rural Water Programme is the most challenging and ambitious yet. There will be no financial obstacles to progress this year. I can now say with confidence that we have reached the turning point as far as the elimination of poor quality rural water supplies in Ireland is concerned." |
